As an NHS organisation, we are committed to providing fair, inclusive, and high-quality care to everyone in our communities. Publishing patient equality data helps us uphold this commitment by:
- Promoting transparency in how we serve people from different backgrounds.
- Identifying and addressing inequalities in access, experience, and health outcomes.
- Ensuring accountability in meeting our legal duties under the Equality Act 2010.
- Improving services by using data to inform inclusive and person-centred care.
This report provides a summary of the data.

Patient and Carer Race Equality Framework (PCREF)
Following the NHS England Patient and Carer Race Equality Framework (PCREF), it is mandatory for all NHS mental health trusts and mental health service providers. The framework support trusts and providers on their journeys to becoming actively anti-racist organisations. It will become part of Care Quality Commission (CQC) inspections.
The PCREF identifies the need for trusts to pay attention to improvements in three main domains:
- Leadership and governance
- Data
- Feedback mechanisms for patients and carers
The communities we serve are diverse and our data indicates variation in access, outcomes and experience for racialised communities. It is important to understand the reason for this variation and to engage with communities to rectify any unwarranted variation in access, outcome and experience.
The PCREF includes data on the following:
- Detentions
- Restraint
- Access to service for Children and Young People
- Clinical Outcomes
At TEWV our key areas of focus will be:
- Building awareness and understanding of inequalities across our communities
- Improving access to and quality of our data on inequalities
- Expanding a community engagement approach
- Diversifying lived experience engagement
- Responding to discrimination experienced by staff, patients and carers
More information including the detailed data can be found in our Patient Carer Race Equality Framework (PCREF) 2025.
