The team

Steven Bartley, Head of external KPO

Steven is a certified leader and experienced 3P leader.  He has been applying and promoting lean since 1992.

Steven spent 12 years in the automotive and manufacturing where he learnt and honed his lean thinking skills.  

For the past 12 years Steven has been applying lean thinking in the public sector across mental health, local authority and acute care settings. Improvement activities have ranged across the whole spectrum from front line services to back office functions.

As a certified leader, Steven has led or coached over 50 rapid improvement events. And delivered improvement activity across multi-agency environments including acute care, mental health, social care, primary care and the voluntary sector.

Steven has also been involved in the establishment of the Darlington Long Term Conditions Collaborative.

Steven has an MBA in Public Administration. Outside of work Steven enjoys the challenge of having 12 year old and 4 year old children and cycling when he gets a chance! 


Fiona Ramsay, Senior Service Development Manager for External KPO

Fiona is a certified leader, and mental health nurse by background having worked in in NHS since 2000, working predominately in the community with service users with psychosis and veterans.

Fiona has been working in service improvement since 2010 and became a certified leader in 2011. She has been involved in many RPIWs, Kaizens and 3P workshops and really enjoys seeing the gains that lean can bring to both clinical and non-clinical services. This has also included coaching other Certified Leaders through their lean journey as part of her current role as well as be involved in shaping large scale organisational change using the methodology.

Fiona is currently studying for a Masters in Transformational Leadership and an Institute of Leadership and Management qualification in coaching (level 5).

Outside of work she is a mentor for wounded soldiers with one of the UK’s leading military charities, SSAFA, working with the veterans to assist them with the transition back into civilian life. Fiona also enjoys reading and cooking. 


Maureen Raine, Head of KPO 

Maureen Raine is head of the Kaizen Promotion Office. Maureen started her NHS career in 1981 as a medical secretary and has worked in a number of operational management roles since 1990 in acute health care across organisations and since 2005 in Mental Health in the North East of England. Maureen has been involved in service improvement for most of her NHS career and is passionate about improving services for patients.

Maureen was one of the first people trained in lean principles in the North East by the internationally renowned Virginia Mason Medical Centre in Seattle. The basic principles are the absolute elimination of waste in pursuit of the perfect patient experience, ensuring that the customer/patient is central to all decision making.

Maureen has a degree in leadership and management and became a Virginia Mason Production System accredited Certified Leader in 2008 and an accredited Certified Lean Coach in 2012. Maureen has trained and coached many staff nationally in lean principles across health and social care including executive team members, consultant medical staff, clinical and administrative staff.
